What the 30% set-aside means in practice.
The rule
Procuring entities must allocate at least 30% of procurement spend to enterprises owned by youth, women and persons with disabilities.9
The eligibility
At least 70% of the membership and 100% of the leadership must belong to the target group, and the enterprise must be registered.9
The scale
